Madison County deputies arrested Joshua Mills, 33, Hanover Drive, Richmond, for first-degree controlled substance possession (methamphetamine), first-degree controlled substance (heroin), buying/possessing drug paraphernalia and illegal possession of a legend drug, along with Jessica Nelson, 34, Prestonsburg, Kentucky, Friday afternoon after deputies were contacted by the United States Marshall Service because Nelson, who was on supervised probation, was rumored to have narcotics in a hotel room at Red Roof Inn.
